Chinese mining company increases copper production in Peru
Ge Hongling, president Aluminum Corporation of China (Chinalco) announced the expansion of the Toromocho copper deposit in Peru, with an investment of 1.3 billion dollars, before President Martín Vizcarra, during the tenth anniversary of the Chinese company’s operations in Peru. At the end of the works, the daily capacity will triple to 157 thousand tons and the production of fine copper will double up to 300 thousand tons per year. Chinalco acquired Toromocho with an investment of 860 million dollars in 2007 and two years later began the copper extraction, with the projection of obtaining a production of 10 million tons. President Vizcarra welcomed the investment and stated the importance of the project, which not only increases copper production, but will also help to boost the Peruvian economy. Through geological surveys, it was determined that Toromocho contains a reserve of one thousand 526 million tons of ore with an average copper grade of 0.48%, an average molybdenum grade of 0.019% and an average silver grade of 6.88 grams per ton, in addition to a 36-years life.

Peru copper mine acquired by Chinese companies begins sending shipment to China
The first shipment of about 10,000 tonnes of copper concentrate produced as part of commissioning activities at the Las Bambas Project arrived in China on Sunday. In 2014, Las Bambas was acquired by a joint venture owned by MMG Ltd., GUOXIN International Investment Corp. Ltd. and CITIC Metal Co. Ltd. at a price of 10.5 billion U.S. dollars. The mine has an Ore Reserve of 7.2 million tonnes of copper and a Mineral Resource of 12.6 million tonnes of copper. It is expected to produce more than 2 million tonnes of copper in concentrate in its first five years.

Peru declares state of emergency in mining region
Peru declared a 30-day state of emergency in the Apurimac region on Tuesday after four people were killed during anti-mining protests. The four were shot dead in clashes between police and protesters at the Chinese-owned Las Bambas mine project. Locals fear the $7.4bn (£4.9bn) copper mine project will cause environmental damage to the Andean area. The government said extra troops would be sent to Apurimac "to restore internal peace". Curbs on liberties While the state of emergency is in force, police are able to search homes without a warrant and freedom of assembly is suspended. It is the second time this year a state of emergency has been declared in Peru to quell anti-mining protests. In May, a state of emergency was declared for 60 days in the province of Islay in Arequipa after protests against the Tia Maria copper mine turned deadly. The protests in Apurimac began on Friday. They escalated on Monday when some of the estimated 2,000 demonstrators tried to move onto land owned by the mining project near the town of Challhuahuacho. Fourteen protesters and eight police officers were injured. Locals are angry about changes to the project's environmental impact plan, which they say they were not consulted about. They say that under the new plan, the area and its groundwater are at risk from contamination. Peru is currently the third biggest producer of copper after Chile and China. It is seeking to overtake China but its ambitions have been hampered by local opposition to the projects.

Peru lifts state of emergency in region rocked by mining protests
The government of Peru President Ollanta Humala said Thursday that it was lifting a state of emergency to start talks with local leaders over MMG Ltd's $7.4 billion Las Bambas copper project. The government had suspended civil liberties and authorized military patrols in the southern Andean regions of Apurimac and Cusco after three people protesting the massive mine were killed by police in clashes last month. Local leaders agreed to talks with central government officials starting Nov. 16, said Interior Minister Jose Luis Perez. "What we want is a peaceful environment for dialogue," Perez said on local broadcaster RPP. "We're lifting the emergency declaration today." Protesters had demanded that Chinese-owned MMG revise its environmental plan so that mineral concentrates are piped out of town. There were also calls for more local hires as construction work on the mine wraps up. MMG has said it was supporting all efforts to promote dialogue. Company and government officials have said the conflict has not changed the scheduled startup of the mine. MMG has said that commercial production should begin in May or June. Las Bambas is expected to churn out 400,000 tonnes of copper annually in 2017. Conflicts over mining frequently erupt in Peru, the world's third-largest copper producer.

Conversations in Conflict Studies presents "Mining, Conflict and Dialogue in Peru." Iván Ormachea Choque is President of ProDiálogo Prevención y Resolución de Conflictos in Peru. Since the beginning of the century, Peru has experienced significant political and social changes, largely a result of the end of armed conflict, the introduction of neoliberal policies, and the increase of corporate investment to extract raw materials (mainly metals). Marked increases in the price of metals enticed most major mining companies to start exploration projects. While subsequent improvements in the economy led to Peru being declared as one of the fastest growing economies of Latin America, with economic growth also came an increased number of social conflicts and destructive consequences that threatened the core of Peru's democracy. Communities and extractive companies, mostly in the highlands, were forced to coexist, facing the challenge of building a collaborative relationships based on trust. This talk dealt with experiences of the Peruvian NGO ProDiálogo in promoting -- in an impartial manner -- effective consensus building processes, mostly between mining companies and local communities. Some challenges and lessons learned will be shared.
