Controversy surrounding Barrick Gold's Pascua Lama mine in Chile

"Mirage of El Dorado" leads us into the mountains of northern Chile, where the devastating operations of Canadian mining companies threaten a fragile ecosystem in one of the driest parts of the globe. APRIL 25 - In northern Chile, Environmental groups and indigenous Diaguita communities are celebrating an April 10th court decision to suspend construction of the controversial Pascua Lama mine owned by the world's largest gold mining company, Barrick gold. The court suspension was in response to a legal action that was brought forward by affected indigenous communities who have long maintained that the mining project threatens to severely deplete their water supply and pollute sensitive glaciers near the site where the mine is located. Pascua Lama is in close proximity to three Andean glaciers which are vital water sources for the Huasco Valley, located in Chile's Atacama desert region. Any impact on the glaciers, even from simple dust emissions, would have a devastating effect on the water supply and indeed, the entire ecosystem. In addition, the mining project would release cyanide, sulfuric acid and mercury into the valley's rivers, a problem that the company tried to get around by offering farmers "social assistance" and promises of infrastructure. To the surprise of absolutely no one, Barrick quickly bounced back with an appeal to reverse the court ordered suspension ; however, a Chilean appeals court on April 23rd rejected the appeal. It now looks like Barrick will be forced to walk away from the project. It's welcomed news, to say the least. Wide of El Estrecho valley STORYLINE: Chile's environmental regulator blocked Canada-based Barrick Gold Corporation's multi-billion dollar mining project in the country on Friday, and imposed its maximum fine, citing "serious" environmental violations. After a four-month investigation, Chile's Environmental Superintendent said all construction work on the Pascua-Lama mine must stop until Barrick builds the systems it promised to put in place for containing contaminated water. Chile's government also imposed a fine of eight billion pesos (16.36 million US dollars), the highest possible under Chilean law. The violations include: failing to build structures to contain contaminated water before mine construction began, failing to keep the agency informed about problems and changes, and failing to provide data sought by inspectors. The regulator noted that while Barrick itself reported the failures, a separate and intensive investigation by the agency's own inspectors found that the company wasn't telling the full truth. The Pascua-Lama gold mine straddles the Andean border with Argentina. People from the Diaguita indigenous group whose community lives downstream from the mine allege that their water supply and glaciers have been contaminated by the construction work. The Diaguita people who live in small towns along rivers that flow down from the mine were feeling a sense of victory on Friday. "Even though we seem so small, we could beat Barrick, which is a giant," said one community member Osvaldina Guzman Villegas. The sanctions don't mean the end of the Pascua-Lama mining project. Barrick has committed to 30 million US dollars in remedial work and the agency urged the company to do this quickly, starting with temporary measures to contain any runoff while it builds more permanent structures. Barrick did not immediately respond to messages The Associated Press left with the bi-national mine's spokesmen in Chile and Argentina. KITCO NEWS - Silver Wheaton CEO Randy Smallwood says his company is sitting on the world's best half-built gold mine, referring to his deal with Barrick Gold at the Pascual-Lama mine in Chile. However, the delayed project has got analysts and investors wondering if this may be a curse for the silver streamer. "It's not an Albatross for us, we get about 2-2.5 million ounces of silver at $3.90 an ounce," he told Kitco News at the Mines & Money event in Toronto. "That is definitely offsetting our cost for being delayed, it is the best half-built gold mines in the world and will be the best gold mine in the world." Smallwood also said he plans to make more deals in the junior mining sector given that a lot of junior miners are still looking for sources of capital. "Early deposit structure agreements gives us good long-term growth opportunity on some very promising projects," he said. As for his projections for gold and silver, he said he will closely be watching the U.S. presidential election instead of focusing so much attention on the Fed. "I almost wish there would be a rate hike so we can stop talking about it," he said. "I would like to get it behind us." Today is World Water Day, a day initially launched by the United Nations in 1993 to raise awareness about the impact of water scarcity and bring about more initiatives to protect it. At Barrick, we recognize that water is a shared, vital, and in many places, scarce resource. It’s why we strive to use only what we need and to reduce our impact on other water users in the countries and communities with whom we partner. As we mine in increasingly remote areas with wide variations in climate and access to water, we need to find new ways to meet our water challenges. This is not only the responsible thing to do, it makes good business sense and it is consistent with our core values. This year, we will begin implementing a new water management strategy to ensure we have the right talent, the right plans and the right resources in place to effectively manage our water-related risks at all of our sites. Water management will be integrated into life-of-mine planning in a systematic way, and the water management team will work closely with operations and the digital transformation team to integrate technology into all water management processes. Our long-term goal is to develop successful site-based water stewardship that brings value to the company while protecting our people, our partners and the environment. The development and implementation of the water management strategy is being overseen by John McCartney, Vice President of Water Management. El Indio in Chile was one of the most productive mines in the world, producing gold, silver and copper until its closure in 2002. Barrick Gold's groundbreaking investment in the closure of the mine in Chile was considered a landmark in the history of mining in that country and remains an example of reclamation best practice. Barrick voluntarily developed a $55 million mine closure plan with the help of a technical committee consisting of environmental authorities, health officials and community representatives. El Indio's mill and roaster buildings were successfully removed; 21,000 tonnes of material were shipped for recycling; water courses were restored; and affected soil and areas were cleaned, covered and graded.
