Access Control, by George Danezis In this lecture, George teaches the theoretical underpinnings of any access control system. The lecture was delivered by George in Leuven at SecAppDev 2014 on February 11th. George Danezis is a Reader in Security and Privacy Engineering at the Department of Computer Science of University College London. He has been working on anonymous communications, privacy enhancing technologies (PET), and traffic analysis since 2000. He has previously been a researcher for Microsoft Research, Cambridge; a visiting fellow at K.U.Leuven (Belgium); and a research associate at the University of Cambridge (UK), where he also completed his doctoral dissertation under the supervision of Prof. R.J. Anderson. His theoretical contributions to the PET field include the established information theoretic metric for anonymity and pioneering the study of statistical attacks against anonymity systems. On the practical side he is one of the lead designers of the anonymous mail system Mixminion, and has worked on the traffic analysis of deployed protocols such as Tor. His current research interests focus around smart grid privacy, peer-to-peer and social network security, as well as the application of machine learning techniques to security problems. He has published over 50 peer-reviewed scientific papers on these topics in international conferences and journals. He was the co-program chair of ACM Computer and Communications Security Conference in 2011 and 2012, IFCA Financial Cryptography and Data Security in 2011, the Privacy Enhancing Technologies Workshop in 2005 and 2006. He sits on the PET Symposium board and he regularly serves in program committees of leading conferences in the field of privacy and security.

William Frank Buckley, Jr. (November 24, 1925 -- February 27, 2008) was a conservative American author and commentator. He hosted 1,429 episodes of the television show Firing Line from 1966 until 1999, where his public persona was famous for a wide vocabulary. He also wrote a nationally syndicated newspaper column, and wrote numerous spy novels. George H. Nash, a historian of the modern American Conservative movement, states that Buckley was "arguably the most important public intellectual in the United States in the past half century... For an entire generation, he was the preeminent voice of American conservatism and its first great ecumenical figure."[7] Buckley's primary contribution to politics was a fusion of traditional American political conservatism with laissez-faire economic theory and anti-communism, laying groundwork for the new American conservatism of U.S. presidential candidate Barry Goldwater and President Ronald Reagan. Buckley wrote God and Man at Yale (1951) and over 50 other books on writing, speaking, history, politics and sailing, including a series of novels featuring CIA agent Blackford Oakes. Buckley referred to himself as either a libertarian or conservative.[8][9] He resided in New York City and Stamford, Connecticut. McGovern grew up in Mitchell, South Dakota, where he was a renowned debater. He volunteered for the U.S. Army Air Forces upon the country's entry into World War II and as a B-24 Liberator pilot flew 35 missions over German-occupied Europe. Among the medals bestowed upon him was a Distinguished Flying Cross for making a hazardous emergency landing of his damaged plane and saving his crew. After the war he gained degrees from Dakota Wesleyan University and Northwestern University, culminating in a PhD, and was a history professor. He was elected to the U.S. House of Representatives in 1956 and re-elected in 1958. After a failed bid for the U.S. Senate in 1960, he was elected there in 1962. As a senator, McGovern was an exemplar of modern American liberalism. He became most known for his outspoken opposition to the growing U.S. involvement in the Vietnam War. He staged a brief nomination run in the 1968 presidential election as a stand-in for the assassinated Robert F. Kennedy. The subsequent McGovern--Fraser Commission fundamentally altered the presidential nominating process, by greatly increasing the number of caucuses and primaries and reducing the influence of party insiders. The McGovern--Hatfield Amendment sought to end the Vietnam War by legislative means but was defeated in 1970 and 1971. McGovern's long-shot, grassroots-based 1972 presidential campaign found triumph in gaining the Democratic nomination but left the party badly split ideologically, and the failed vice-presidential pick of Thomas Eagleton undermined McGovern's credibility. In the general election McGovern lost to incumbent Richard Nixon in one of the biggest landslides in American electoral history. Re-elected Senator in 1968 and 1974, McGovern was defeated in a bid for a fourth term in 1980. Throughout his career, McGovern was involved in issues related to agriculture, food, nutrition, and hunger. As the first director of the Food for Peace program in 1961, McGovern oversaw the distribution of U.S. surpluses to the needy abroad and was instrumental in the creation of the United Nations-based World Food Programme. As sole chair of the Senate Select Committee on Nutrition and Human Needs from 1968 to 1977, McGovern publicized the problem of hunger within the United States and issued the "McGovern Report" that led to a new set of nutritional guidelines for Americans. McGovern later served as U.S. Ambassador to the United Nations Agencies for Food and Agriculture from 1998 to 2001 and was appointed the first UN Global Ambassador on World Hunger by the World Food Programme in 2001. "Evasive Malware Attacks" Engin Kirda, bio: In addition to his role at Lastline Inc., Engin Kirda holds the posts of Sy and Laurie Sternberg Associate Professor of Information Assurance at the Northeastern University in Boston, and the director of the Northeastern Information Assurance Institute. Before that, he has held faculty positions at Institute Eurecom in the French Riviera and the Technical University of Vienna where he co-founded the Secure Systems Lab that is now distributed over five institutions in Europe and US. Engin's recent research has focused on malware analysis (e.g., Anubis,Exposure, Fire) and detection, web application security, and practical aspects of social networking security. His recent work on the deanonymization of social network users received wide media coverage. He co- authored more than 90 peer-reviewed scholarly publications and served on program committees of numerous well-known international conferences and workshops. In 2009, Engin was the Program Chair of the International Symposium on Recent Advances in Intrusion Detection (RAID), in 2010/11, Program Chair of the European Workshop on Systems Security (Eurosec), and is the Program Chair of the well-known USENIX Workshop on Large Scale Exploits and Emergent Threats in 2012. In the past, Engin has consulted the European Commission on emerging threats, and recently gave a Congressional Briefing in Washington D.C. on advanced malware attacks and cyber-security.

Opsahl has counseled numerous computer security researchers on their rights to conduct and discuss research. Before joining EFF, Opsahl worked at Perkins Coie, where he represented technology clients with respect to intellectual property, privacy, defamation, and other online liability matters, including working on Kelly v. Arribasoft, MGM v. Grokster and CoStar v. LoopNet. Prior to Perkins, Opsahl was a research fellow to Professor Pamela Samuelson at the U.C. Berkeley School of Information Management & Systems. Opsahl received his law degree from Boalt Hall, and undergraduate degree from U.C. Santa Cruz. Opsahl co-authored "Electronic Media and Privacy Law Handbook.” In 2007, Opsahl was named as one of the “Attorneys of the Year” by California Lawyer magazine for his work on the O'Grady v. On February 1, 2003, the space shuttle Columbia and her crew were lost during reentry into the atmosphere. In the summer of 2003, there was a blackout that left millions of people in the northeast United States without electricity. Forensic analyses, congressional hearings, investigations by scientific boards and panels, and journalistic and academic research have yielded a wealth of information about the events that led up to each disaster, and questions have arisen. Why were the events that led to the accident not recognized as harbingers Why were risk-reducing steps not taken This line of questioning is based on the assumption that signals before an accident can and should be recognized. To examine the validity of this assumption, the National Academy of Engineering (NAE) undertook the Accident Precursors Project in February 2003. The project was overseen by a committee of experts from the safety and risk-sciences communities. Rather than examining a single accident or incident, the committee decided to investigate how different organizations anticipate and assess the likelihood of accidents from accident precursors. The project culminated in a workshop held in Washington, D.C., in July 2003. This report includes the papers presented at the workshop, as well as findings and recommendations based on the workshop results and committee discussions. The papers describe precursor strategies in aviation, the chemical industry, health care, nuclear power and security operations. In addition to current practices, they also address some areas for future research.

Herb Lin of the National Research Council will discuss the findings of a recent National Research Council report on cybersecurity and the 6 key things to know about cybersecurity as it intersects with public policy. Metro State alumnus Jason Cordova discusses the Crypto Science Society and CS International Advisory Council, which investigate the paranormal. Founded in 2006 by Metro State alumnus Jason Cordova (aerospace operations, '10), the Crypto Science Society (CSS) is a student organization that is dedicated the study and public education of unusual phenomena. Cordova also founded the Crypto Science International Advisory Committee (CSIAC), which is open to former student members of CSS, all Metro State alumni and select individuals who can provide unique resources and assistance to the cause. According to Cordova, these organizations have achieved great success in legitimizing and institutionalizing the research of UFO's, undocumented animals, paranormal activity and other bizarre occurrences. CSS currently reserves campus space for public events like their annual Haunted History Tour and the Mad Science Fair. UFO researcher and author Robert Hastings and Sci Fi channels Ghost Hunters are among the many "Big Names" the group has brought to campus. However, says Cordova, "events are only a small part of what we do. The heart of the Crypto Science Society is research and education. We have a comprehensive investigator training program that teaches members from diverse backgrounds about objectively and scientifically evaluating strange phenomena." BAD: TRUMPCARE Will Lead To MILLIONS of Americans LOSING INSURANCE And Premiums Will Go Up In 2018 The Congressional Budget Office on Monday estimated that as many as 24 million more people would be uninsured and that the federal budget deficit would shrink by more than $300 billion over the next decade under the Republican healthcare bill. The findings came in a much-anticipated report detailing the possible effects of the American Health Care Act, the GOP leadership's plan to repeal and replace the Affordable Care Act. The report estimated the effects of the AHCA in several areas, including coverage totals, the federal deficit, and the cost of premiums in the individual market. 14 million more people would be uninsured under the law in 2018, increasing to 24 million by 2026. The CBO projected that as many as 14 million more Americans would be without health insurance under the AHCA in 2018. If possible changes to Medicaid were to go into effect, this number would increase to 24 million by 2026, the CBO projected. "The reductions in insurance coverage between 2018 and 2026 would stem in large part from changes in Medicaid enrollment — because some states would discontinue their expansion of eligibility, some states that would have expanded eligibility in the future would choose not to do so, and per-enrollee spending in the program would be capped," the report said. "In 2026, an estimated 52 million people would be uninsured, compared with 28 million who would lack insurance that year under current law." 7 million fewer people would get insurance through their employer by 2026. The report estimated that without the ACA's penalties associated with not having insurance, fewer Americans would sign up for coverage through their workplaces. Thus 2 million fewer people would choose not to have insurance in 2020, increasing to 7 million by 2026. "Part of that net reduction in employment-based coverage would occur because fewer employees would take up the offer of such coverage in the absence of the individual mandate penalties," the report said. "In addition, CBO and [the Joint Committee on Taxation] expect that, over time, fewer employers would offer health insurance to their workers." The federal deficit would shrink. The CBO, along with the JCT, estimated that the bill would decrease the federal deficit by $337 billion over the next 10 years. Roughly $880 billion would be cut from outlays because of the decrease in funding for Medicaid expansion, and $673 billion in spending would be cut because of decreases in tax credits, but that would be partially offset by a reduction in revenue from the mandate and other taxes from the ACA. The individual market would remain stable. The report said the individual market — that is, people getting coverage who do not have it from an employer or government program — would remain stable if the AHCA were passed. The CBO also said that the market under the ACA was stable as well. "In CBO and JCT's assessment, however, the non-group market would probably be stable in most areas under either current law or the legislation," the report said. Premiums in the individual market would increase in 2018 and 2019 before falling because of lower enrollment. The report also estimated the effect on premiums in the individual market, saying that costs would increase in 2018 and 2019 before declining. The CBO and JCT said that provisions of the AHCA would raise premiums for older Americans "substantially" while shrinking them for younger Americans. "The legislation would tend to increase average premiums in the non-group market prior to 2020 and lower average premiums thereafter, relative to projections under current law," the report said. "In 2018 and 2019, according to CBO and JCT's estimates, average premiums for single policyholders in the non-group market would be 15 percent to 20 percent higher than under current law, mainly because the individual mandate penalties would be eliminated, inducing fewer comparatively healthy people to sign up." The burgeoning abuse of opioids – including prescription pain relievers, synthetic opioids such as fentanyl, and heroin – and their devastating impacts ARE well-documented. The data are as shocking as they are staggering. According to the National Institute on Drug Abuse, more than 130 people now die from opioid overdoses each day in the United States. As a result, according to the Centers for Disease Control and Prevention, life expectancy in the U.S. is declining at rates not seen in more than a century. How bad has it become? In the U.S., drug overdoses in 2017 exceeded the highest-ever recorded incidences of car crash deaths (1972), HIV deaths (1995), and gun deaths (1993). The CDC now estimates that the total economic impact of opioid misuse in the U.S. is $78.5 billion a year. Hospitals and healthcare providers, social service agencies, the criminal justice system, and other resources are being severely stressed. Families and entire communities are being shattered. And the problem is not limited to the U.S.: a recent report indicated that the rate of opioid use is increasing globally.

CRCS Privacy and Security Lunch Seminar (Wednesday, May 13, 2009) Speaker: Bradley Malin Title: A Systems Approach to Data Privacy in the Biomedical Domain Abstract: The healthcare community has made considerable strides in the development and deployment of information systems, with particular gains in electronic health records and cheap genome sequencing technologies. Given the recent passage of the American Recovery and Reinvestment Act of 2009, and the HITECH Act in particular, advancement and adoption of such systems is expected to grow at unprecedented rates. The quantity of patient-level data that will be generated is substantial and can enable more cost-effective care as well as support a host of secondary uses, such biomedical research and biosurveillance. At the same time, care must be taken to ensure that such records are accessed and shared without violating a patient's privacy rights. The construction and application of data privacy technologies in the biomedical domain is a complex endeavor and requires the resolution of often competing computational, organizational, regulatory, and scientific needs. In this talk, I will introduce how the Vanderbilt Health Information Privacy Laboratory builds and applies data privacy solutions to support various biomedical settings. Our solutions are rooted in computational formalisms, but are driven by real world requirements and, as such, draw upon various tools and techniques from a number of fields, including cryptography, databases and data mining, public policy, risk analysis, and statistics. Beyond a high-level overview, I will delve into recent research on how we are measuring and mitigating privacy risks when sharing patient-level data from electronic medical and genomic records from the Vanderbilt University Medical Center to local researchers and an emerging de-identified repository at the National Institutes of Health. Bio: Brad Malin is an Assistant Professor of Biomedical Informatics in the School of Medicine and an Assistant Professor of Computer Science in the School of Engineering at Vanderbilt University. He is the founder and director of the Vanderbilt Health Information Privacy Laboratory (HIPLab), which focuses on basic and applied research in a number of health-related areas, including primary care and secondary sharing of patient-specific clinical and genomic data. His research has received several awards of distinction from the American and International Medical Informatics Associations and the HIPLab is currently supported by grant funding from the National Science Foundation, National Institutes of Health, and Veterans Health Administration. For the past several years, he has directed a data privacy research and consultation team for the Electronic Medical Records and Genomics (eMERGE) project, a consortium sponsored by the National Human Genome Research Institute. He has served as a program committee member and workshop chair for numerous conferences on data mining, privacy, and medical informatics. He has also edited several volumes for Springer Lecture Notes in Computer Science, a special issue for the journal Data and Knowledge Engineering, and is currently on the editorial board of the journal Transactions on Data Privacy. In March 2014, the OSCE Monitoring Mission took up its mandate in Eastern Ukraine to observe the situation, to report from an objective point of view about the ongoing incidences and to facilitate the dialogue between all conflicting parties. Alexander Hug, Principal Deputy Chief Monitor of the OSCE Special Monitoring Mission to Ukraine will discuss with Stephanie Fenkart, director of the IIP, challenges, opportunities, and future perspectives of the mission. Is there a willingness to continue this military conflict? What kinds of incidences occur on which sides of the contact line and how is the daily life of the people living around the demarcation line affected – especially with regard to the humanitarian situation? How is the OSCE working as non-armed mission in this highly mined area and what kind of challenges do the employees of this mission have to face? Which possibilities does the mission have in order to support a peaceful solution in this conflict? These and further questions will be discussed and analysed by Mr. Alexander Hug, who has a unique insight into this now four yearslong conflict. ALEXANDER HUG was, before his appointment to the OSCE Special Monitoring Mission to Ukraine, a Section Head and a Senior Adviser to the OSCE High Commissioner on National Minorities. Hug, a trained lawyer, served as an officer in the Swiss Army, including a stint as regional commander of the Swiss Headquarters Support Unit for the OSCE in northern Bosnia and Herzegovina. He has also worked for the OSCE Mission in Kosovo, the Temporary International Presence in Hebron, and the EU Rule of Law Mission in Kosovo (EULEX).

US ‘outgunned & outmatched’ by Russia in Europe, admits top general seeking budget increase US troops in the Baltic countries would be “outranged, outgunned and outmatched” by Russians in case of a conflict, the head of the US European Command told lawmakers, seeking to secure funds in the face of a Moscow “threat.” “If you look at it in a concentrated way on the border of Eastern Europe and only on the ground force, I would agree with that statement,” General Curtis Scaparrotti told Senator James Inhofe (R-Oklahoma) at a Senate Armed Services Committee hearing on Thursday. Inhofe was referring to the recent RAND Corporation report which found that Russian forces could take the capitals of Estonia, Latvia and Lithuania within 60 hours. The report has been compiled over the past several years, with the assistance of EUCOM, Scaparrotti said. “I don’t have any argument with the basis of the report and the threat that we have,” he added. Though the RAND report concluded that NATO has “sufficient resources, personnel, and equipment to enhance conventional deterrence focused on Russia,” it argued a “more robust posture … is worthy of consideration.” “Hence my comment that I don’t have all the forces I need in Europe today,” Scaparrotti lamented, despite admitting that the US has “repostured forces” and “rewritten plans” of containing Russia over the past few years. Last month, EUCOM requested $6.5 billion for its European Deterrence Initiative in 2019, which is roughly $2 billion more than requested for fiscal 2018. Following plans drafted by the Obama administration, the US deployed military forces into Poland and the Baltic states last year, to “reassure” its allies in the face of “Russian aggression.” Reserving the right to defend its national security, Moscow has long sought compromises in the face of the US and NATO’s creeping expansion towards Russian borders after the end of Cold War, with Poland joining in March 1999 and the Baltic States in 2004. Scaparrotti took over EUCOM in May 2016, and has continued the drumbeat of hostility to Russia set by his predecessor General Philip Breedlove. He asked the lawmakers to approve the budget requests for more troops, supplies and information warfare programs to counter the “threat” of Russia. At Thursday’s hearing, he accused Moscow of seeking to “change the international order, fracture NATO, and undermine US leadership.” Russia continues to intercept “routine reconnaissance flight operations over the Baltic and Black Seas, flying dangerously close to our aircraft and occasionally causing unsafe conditions for our pilots operating in international airspace,” Scaparrotti informed lawmakers, adding that Russia also “continues to hold snap exercises and to limit transparency of planned exercises.” The US general failed to mention, though, that most of Russia’s military drills take place inside its own borders. The one exception was the September 2017 ‘Zapad’ exercise jointly organized with Belarus. Even though Moscow and Minsk were upfront and transparent about the number of troops involved and the objectives, some NATO, US and Ukrainian officials claimed they were a cover for something more sinister. Meanwhile, as Scaparrotti was complaining to the senators about Russia’s threatening drills, some 3,700 troops from 26 NATO member states were conducting artillery exercises at the Grafenwoehr range in Germany. The drills, dubbed Dynamic Front 18, began on February 23 and are scheduled to end on March 10. Just last year, EUCOM conducted “over 2,500 military-to-military engagements, including over 700 State Partnership Program events in 22 countries,” Scaparrotti informed the Senate, as well as 22 exercises with nine allies under a special program for Eastern Europe. The US military is also stepping up efforts to “counter Russia’s propaganda and misinformation campaigns” through a joint effort with the State Department called the Russian Information Group (RIG), Scaparrotti said. Among the long list of ills Scaparrotti accused Russia of was conducting the June 2017 NotPetya cyber-attack, interfering in elections across Europe, and endangering the Balkan countries’ “brighter future as part of the Euro-Atlantic family of nations.” The general also spoke approvingly of the recent Trump administration decision to sell Javelin anti-tank missiles to the government in Kiev, and noted that the US has spent “over $850 million” in aid to Ukraine since 2014. Though Scaparrotti argued that Moscow could challenge US dominance by 2025, there was little mention of several new weapons in Moscow’s arsenal, revealed last week by Russian President Vladimir Putin as a message to the US and NATO that their attempts to intimidate and contain Russia have failed. “All the things you were trying to prevent through your policies have already happened. You have failed to hold Russia back,” Putin said.

Earlier, Israeli President Shimon Peres said Iran was "a danger to the world". The US and its allies suspect Iran of trying to develop nuclear weapons, a claim Tehran denies. As tension in the region rises, speculation has been mounting that Israel might launch a pre-emptive strike against Iranian nuclear sites. "Iran's leaders should know that I do not have a policy of containment - I have a policy to prevent Iran from obtaining a nuclear weapon," Mr Obama told the annual American-Israel Public Affairs Committee (Aipac) policy conference in Washington. "And as I've made clear time and again during the course of my presidency, I will not hesitate to use force when it is necessary to defend the United States and its interests." However, he said Iran was isolated and there was an opportunity "for diplomacy - backed by pressure - to succeed". "Already, there is too much loose talk of war," Mr Obama added. "Over the last few weeks such talk has only benefited the Iranian government, by driving up the price of oil which they depend upon to fund their nuclear programme." 'Corrupt regime' Mr Peres described Iran as "an evil, cruel and morally corrupt regime" bent on controlling the Middle East. He told delegates: "Iran is the centre, the sponsor, the financier of world terror. Iran is a danger to the entire world." Mr Obama is due to hold talks with Israeli Prime Minister Benjamin Netanyahu at the White House on Monday. The US has recently tightened its sanctions against Iran, imposing sanctions on the country's central bank and against three oil companies that trade with Iran. The European Union has also adopted an oil embargo against Iran. Tehran insists its nuclear programme is for peaceful ends.
